Make an extension for Safari about attack-powered-suit

Noting that Safari should already support Manifest V3 plugins. This should make it pretty easy to package our existing plugin for Safari.

Apple Safari 15.4 is the first version that adds support for “manifest_version: 3”. Apple is jumping on the Manifest v3 train and it’s great news for browser extension developers. We will be able to use the same extension code on all major browsers: Chrome, Edge, Firefox and Safari.

Most of the work for this is included in PR #33 but I'm going to keep this issue open while I work through the App Store submission process, setting up a App Store team, code signing, etc.
