Refactor terraform modules to allow sharing cert-manager installation code about testing-addons

I found it is not easy to share the modules. Because it will be generated terraform.tfstate in the folder of the module that will be occupied by one terragrunt workflow.

I test the dependency is shown below

Module /root/lonelyCZ/testing-addons/workflows/cm-vault/cm-config depends on module /root/lonelyCZ/testing-addons/modules/cm-install, which is an external dependency outside of the current working directory. Should Terragrunt run this external dependency? Warning, if you say 'yes', Terragrunt will make changes in /root/lonelyCZ/testing-addons/modules/cm-install as well! (y/n) y

Meanwhile, the paramters are not passed by one file to workflows and modules.

Thanks for investigating this issue @lonelyCZ I think the investigation will be useful for future work.

As we discussed on Slack, let's not work on the refactor now as we are prioritizing a workflow for cert-manager with ingress-shim and NGINX.
