I think this is exactly backwards. It's a fluke (maybe mod_speling at work?) that /hmda/explore even works, the correct URL is /hmda/explore.html.
When you run grunt build, the file structure is:
api.html
explore.html
index.html
learn-more.html
static/*
If we want /hmda/explore/ to behave like a directory, then the build script should generate a directory structure to support it.

/hmda (/hmda/ ) behaves that way because it is a directory.

Having the build script generate a directory to support it seems better than adding a .html
to your URL (and thus committing your URLs more tightly to a filesystem).

This bug actually exists in other software, not in Qu itself. We're going to track it internally as it involves server configuration changes, as well.

I've noticed a similar thing with eRegs (see http://www.consumerfinance.gov/eregulations/1005 vs. http://www.consumerfinance.gov/eregulations/1005/ ) so I'd love to hear what fix we hit upon.
