Wondering about this issue today, I'm seeing that there is a CHPL_DONT_BUILD_C2CHAPEL_VENV environment variable in our Makefiles. @twesterhout, did you happen to see that when filing this issue? @DanilaFe, did you look into this issue at all after self-assigning it in Feb?

I have looked into it while tackling the other c2chapel task (make install) but don't have anything concrete yet. A pyproject file is good (it can also be used for generating Nix configs of Python projects, and its needed for other Python-based tools like chplcheck) but I don't yet have a sense for complexity of integrating this into our makefiles etc.
