Those are implemented in Charybdis, they just do /notice $$*.freenode.net [global notice] blahblah.

seven makes just about everything L_NETWIDE that isn't almost guaranteed to be generated at the same time on all servers. In a situation where different servers might have different admins, this is the wrong thing to do.
