machine resource inside of a machine_batch no longer respects not_if/only_if about chef-provisioning

We have been testing and it seems like it is not respecting any chef resources (ruby_block, Chef::Log, Search, etc) inside or outside of a machine_batch..

...Could be something on my side but I cant seem to get any chef resources to work

It does not (and will not) respect any other resources inside machine batch
... but if you are having problems with those resources outside the
machine batch, please let me know!
