As I see ubuntu will also move onto systemd instead of upstart, so I really don't get why this change has happened at all on chef-server.

It was a mistake on our part when we released Chef 11.1. We don't directly support Debian and we didn't realize we broke it until after we released. See the discussion on this ticket: https://tickets.opscode.com/browse/CHEF-5305 for further details and where the break is in the code. We have a patch, but haven't released it yet.

Not currently, although it would be possible for you to apply the patch yourself and then build the package using the omnibus-chef-server repo.
