Not really. Sadly Enable/DisableMakeAllFilesAvailableOffline is going away in windows 10 (at least thats the news now which I hope changes).

This does not exactly address moving the onedrive directory but you may be interested in the Move-Library boxstarter command for "repointing" common Library directories. For example, I like to point my Documents directory to my onedrive directory:

Move-LibraryDirectory "Personal" "$env:UserProfile\onedrive\documents"

I also use sym links on other directories I want to sync. I'm not sure if OneDrive exposes a powershell (or rest) API for invoking and monitoring syncs but thats definitely something I would not bite off in boxstarter. I'd rather see that implemented as its own separate powershell module and then one could simply import and consume it in a boxstarter run.
