Upgrade to Django 1.8 about wagtail-cookiecutter-foundation

@chrisdev Wagtail 0.8.6 installs django-taggit==0.12.3 which is outdated and caused problem with django 1.8

The same problem is also with other packages like jazzband/django-simple-history#156

Hmm suspected as much what about i'm also seeing that the wagtail master is still Django 1.7 we may have to put this on hold until they start supporting Django 1.7

Have similar issue with django-pandas chrisdev/django-pandas#45.
You want to do some research and tell me what we have to fix?
Or do you prefer to hack on one thing at a time?
