Oddly this was fixed in a bundle update, the following gems were updated
- arel 4.0.1 -> 4.0.2
- capistrano-bundler 1.1.1 -> 1.1.2
- guard 2.3.0 -> 2.40
- guard-rspec 4.2.5 -> 4.2.6
- honeybadger 1.10.1 -> 1.11.0
- listen 2.4.0 -> 2.4.1
- term-ansicolor 1.2.2 -> 1.3.0
- tins 0.13.2 -> 1.0.0
No idea which specific gem fixed my issue, arel looks like the only thing that would have any effect, and I don't see anything in rails/arel@v4.0.1...v4.0.2. So I dunno what was going on.
I just wanted to post this information in case someone else hit this issue in the future.

I was completely wrong before, the issue was fixed not by gem upgrades but by the addition of the mongoid gem.
gem 'mongoid', '4.0.0.beta1'
is the magic line that fixes everything.
The issue is introduced when we add multiple datasources to our project. I am going to reopen this because I think it's an outstanding issue. Will help with reproducing if needed.
