Quickly changing an NPC's skin causes it to violently twitch about citizens2

I can replicate on # 1169 - debug looks like

on loop. Same as before.
It does appear to take a bit more force to get it to go.

I'm using the latest build, and I've had this same issue. These are the steps I take to reproduce it.

Create npc named Kantorh.
Create second npc named Bob
Assign skin "Kantorh" to Bob npc

If the npc Kantorh is renamed to Bob, then assigned the skin, it works fine.

When that npc is removed, if another npc named Bob is created, the glitch will start happening automatically.
