This is a great find. I avoid dealing with this situation in nhanesA because it amounts to data cleaning which should be the responsibility of the user. However, your example pertains to the demographic tables that are used all the time so this deserves special consideration. This is an unacceptable inconsistency that should be corrected by the NHANES overlords.

Would like to see if the NHANES admins are willing to resolve such inconsistencies before we commit to this effort. Will close as "Not Planned".
