Check out the allowEmpty option: https://ckeditor.com/docs/ckeditor5/42.0.1/api/module_html-support_generalhtmlsupportconfig-GeneralHtmlSupportConfig.html#member-allowEmpty
However, you will need to update CKEditor first, because you use a very old version of it.
