Thanks for reporting - I think this is a very clear and well-written issue. I am not familiar enough with Classic Commerce to comment on the specifics (for example, whether there may already be a way to do this), but hopefully we can get that answered or solved for you soon.

In summary, it is possible to restart the wizard at any time and it is also possible to create the CC pages at any time too but if you have any further questions, please post them here.
