I don't know of a filter that will get you this automatically. One thing maybe worth trying - if you had an SSM document that reported compliance based on time since last reboot, you could use the ssm-compliance filter.
An SSM document like that would probably use the uptime command like you mentioned. Possibly taking a threshold date as a parameter, or judging compliance based on integer days of uptime? These OS-level questions do often make more sense to hand off to SSM though.
