The easiest way to solve this is probably to throw it in $HOME/.local/bin -- but that could cause this to come up again later if they change it again.
I think the best way to solve this is probably to have this action do something like:
tfca_path="$HOME/$(uuidgen)/bin"
mkdir -p "$tfca_path"
PATH="$tfca_path:$PATH"
<download the tool(s), installing to $tfca_path>
<pre-commit>
That way we can be sure our binary will always be the first terraform binary in the path.
Also - if you're open to it, I think maybe it'd be a good idea to check if the version requested is already installed in the current path. If it is, then there's no need to waste time and resources downloading it.
