IP migration fails about resource-agents

That is normally an effect of a switch suppressing gratuitous ARP
requests; can you check whether that is the case in your situation?
One way to test this would be to run tcpdump/wireshark on one of your
client nodes, initiate failover, and then check whether you are seeing
the gratuitous ARP packet on the client.

Not sure. What I can assure you of is that this normally works, and
this RA is so widely used that I'm rather certain we'd hear about this
problem from more users. But we don't, so I can only advise you to
troubleshoot the network stack on that machine. Sorry if I'm not being
of much help, but this really sounds like a local issue.

This definitely sounds like a network issue. Check your switches. Check your network stack as Florian suggested. Closing.
