Not sure if this helps you - but I experienced something similar if I didn't explicitly set the path on the cookie when I initially created it. If I refreshed the page, it cleared the path property of the cookie. When I went to remove it by the key after refreshing (via a button), it would return true but not actually remove it from the browser.
I tried explicitly setting the path, and that allowed me to remove the cookie no matter if I had refreshed or not.
I think this could be a bug, but I don't work with cookies enough to know what is expected behavior. It should probably not return true at the very least.

I experienced similar case and as @spcbeck stated, managed to solve it by specifically putting the path
value to /
when setting and removing the cookies.
