Add "Feature Flagging" to "Observability and Analysis" about landscape

I think we need to decide where the section looks best I consider feature flagging mixed between o11y and app definition. I think maybe we should focus on filling out the "Feature Flag" section first and then figure out where the long term goes? We are currently doing a new rev of the landscape https://cncf.landscape2.io as an FYI so things will be easier to model/visualize

Hey @caniszczyk, how would you feel about moving the "Feature Flagging" subsection under " App Definition and Development"? There are already a few feature flagging tools listed under "Continuous Integration & Delivery" including Flipt and Unleash, that could be moved under "Feature Flagging".

OpenFeature is also briefly mentioned under the technical 101 section here. I'm happy to update that section if you're okay with adding a new subsection.

I'd move it below Logging and move Logging a bit further up as there's empty space
