Let me first start by saying this is probably the least developed of the ideas on the list, so anyone interested has more freedom in helping to shape what this looks like.

For your specific questions:

1. That could be part of it. Depending on the datasource that you are using there is also some work in import that data for using in this project, that should be automated. A simple UI could be useful in showing what data is available.

2. Those are rough examples of data that generally is available (for sure there are more) Sometimes these are available from cities currently via general apis, that dont address needs of real applications. You should provide example of what applications would benefit from the api to show its usefulness.

3. Something that shows the value of the data / api. Say was food inspection data, something that allows you to look up the restaurants near by based on the api would help show the value. This is probably a simple web application.
