Users about packagist

Couple of questions:

Are you required to register to submit a package?
If registration is not required, then who owns the package when an anonymous user submits it? (If no one owns it, then it can't be changed/updated).

IMO we need to force registration, then you need to be able to transfer/share maintainership of a package with another user, but that's a second step.

This is working now but all templates look like ass right now, if someone wants to help on that feel free :) At least using the main layout in the FOSUserBundle templates would help.
