There is the git-bare repositories option for that (in composer), it's just not coded yet, but basically it'd allow you to define the package info yourself. We could add this to packagist too - it's actually what I had at first if you remember, but I think it shouldn't be necessary in the medium/long term. Another option is to load a PEAR package from composer. That works already iirc.
