well maybe this should be a random problem(
I relogined after half a week now I can install any package without error

and I can see there IS x86_64-conda-linux-gnu-cc in the environment bin dir

so there my be some env variable problem with /bin/sh?

I'm not sure what is going on with the compiler issue. But is there a particular reason you need to compile base64enc from source? Since you're using conda-forge, the standard way to install base64enc would be:

conda install -c conda-forge r-base64enc

from r-base-feedstock.
