rpm distribution does not distribute configs directory? about core

updated documentation to refer to section 2.6 when there is text about the 
configs/
directory

updated section 2.6 to explicitly state that "/etc/core/configs" is used when
installing from RPM and "/usr/local/etc/core/configs" is used when installing 
from
source or on FreeBSD.

also added text to section 1.3.5 about why the RPM does not use the /usr/local 
prefix
but FreeBSD and source does 
(this is due to differences between RedHat and BSD ports packaging, don't blame 
me!)
