I switched to fine grained token today and encountered the same issue.
After trial and error, I found the solution - the secret should be written like this:
yoursunny: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
It's my username, a colon, then the fine grained token.
After that, this Action works correctly.

I encountered the same problem. The root cause for me was probably switching to Github's new fine grained tokens - maybe I just missed some necessary permissions there ð€·ð». For now, I fixed it by going back to a classic token with public_repo permission.
