I guess your plug-in path is incorrect. Please provide the full path to the UnrealCSharp.uplugin file.

Please keep the name of the plug-in folder consistent with the plug-in name:
ProjectPath/Plugins/UnrealCSharp/UnrealCSharp.uplugin
