This seems like a reasonable feature to add, and should be quite simple (as you've indicated). I'll take a look at adding this in the next day or two.

I'll likely extend the concept a little bit, so you can also check for tweens on a particular target. Something like:

Tween.activeTweens(target); // returns true or false, if target is undefined, checks if there are active tweens on any target.

I finally got around to adding this as:
Tween.hasActiveTweens(target);

If target isn't specified, it will check for active tweens on any target.
