what is needed is a more generic hook for when the database is in a ready state, that informer or watcher would enable various post-ready workflows, adding policies is just one example of such a post-ready workflow...in the policy case, a flag stating the workflow has been completed is necessary to avoid reapplying policies during restarts.

merged in code for this in the 'autofail' branch, will land in the 3.1 release. With this change, when a database goes Ready, any policies in the pgo.yaml or from a user "--policies' will be applied to the database.
