The difference is below the minimum transfer threshold, which is why no transfer is made. The difference is computed here:

Your bot would transfer if you had more coins because $wallets[ $coin ] in the formula would have a higher value, but we can probably do something in the code to improve this situation.

I'm hoping 8106efd will fix this. If you update to the latest version of the bot, you should hopefully see the next management cycle transfer 2 NEOS. I'd appreciate if you could please test and let me know the results.
