I have consulted with the tester of this issue and find out she used a file with wrong format, so I will close this issue directly.

Apparently macOS has some issue with saving (especially after modified) cvs file. I don't know how this works for windows but on mac its hard to save file in cvs file. Export data as cvs file and save in local dir has no issue, however after modifying the file its quite hard (or I should say give rise to error) to save in cvs file which leads to this issue. Anyways I suggest this can be mentioned in user guide to warn the users using other OS.
