I'm leaving this on the Phase 1 milestone just so we remember to figure out how organizers are going to request to have their site listed & wca id-ed

I'd be in favor of only allowing site admins to assign wca competition ids (or competition / URL ids in general - not necessarily WCA ones). This may involve removing the "WCA Competition Id" field on the competition management page, which currently has some problems anyways.

Currently, side admins are the only people who can assign wca competition ids. They are also the only people who can mark competitions "visible" (not that we're doing much with that bit right now).

Splitting wca competition id assignment out into a separate page sounds nice (and would solve the problem of the url you're using becoming invalid), but how would you imagine doing this? I guess just showing a list of all competitions would work for now.
