i tried your code, but it seems work well.
my environment is
OS: MS Windows XP SP3
Ruby: ruby 1.8.7
writeexcel: v0.5.0

Worksheet#set_row has bug in writeexcel v0.3.4 or older.
Please update your writeexcel gem and try again, please.

I opened the file in Microsoft Office 2007 and OpenOffice 3.1 and the file really worked. The problem is with iWork 09 under Mac OS X. this one doesn't recognise text in the second row.
