Hello,

Thanks for the issues you've raised, and I do apologise for not noticing these earlier.

It's an interesting puzzle given how panning and selection behaviours contradict each other, which is why currently panning is disabled if selection is enabled. I'm not really sure there is a good solution - they are separate tools really.

One idea that did occur to me as I started replying to this would be some form of delay - so if you pressed the mouse and started moving it, this would be interpreted as defining a selection region. If you clicked and held for a moment, then started moving the mouse, this would be interpreted as "grab and pan".
