Fails to find cypress.json on windows-latest about github-action

@masonicboom when you run Cypress tests in Windows outside of GitHub actions, in your local terminal, does this error occur?

Hard to say, I have added the basic example running on Windows action and it runs fine

Could not find a Cypress configuration file, exiting.

We looked but did not find a cypress.json file in this folder:

Getting above error when running cypress from command line
cypress.json is there in my project dir but stil getting the issue.
I am trying to run for dashboard

I am also hitting this error without any luck at resolving it. It is definitely exists. The debug variables don't appear to provide any more useful information.

Blocked due to this as from dashboard as well its not working
