I looks like you are using the flutter SDK to build a web project - you will have to download the Dart sdk separately and use that.

Specifically, it looks like DDC (the development web compiler) isn't shipped with flutter, which is probably working as intended.

@jakemac53 do you think there is anything we can do to improve the failure pattern?

We could potentially catch this exception and log a nicer error, sure. That would need to happen in build_web_compilers probably as it would have the most context to provide the best error.
