pandas upstream package fails to install about dask

Reproduced on a blank environment:

mamba create -n test python=3.12
conda activate test
python -m pip install --pre \
    -i https://pypi.anaconda.org/scientific-python-nightly-wheels/simple \
    numpy pandas scipy

Same on python 3.11

This was fixed in pandas (numpy reverted the change that caused the wheel build to fail)
