I think we would want to follow the pandas API if possible. I'm seeing two projects that attempt this:
- Currently in beta
- Runs on top of Apache Spark
- Also fairly young (documentation is sparse)
- Claims seamless transition from small to large datasets
- Runs on top of dask and ray

Either way looks fine. Although I think dask better fits into Python ecosystem. We need to check whether they support all the pandas APIs we use though and decide from there.
