Importing Private participants CSV file about decidim

@lawrencemcn the issue may relay in the fact that decidim is using by default "comma" as separator. Change ";" to "," in your CSV, and everything should be ok.

We need to investigate how to validate the input, so other CSV like the one you submitted to throw a validation error instead of Server exception.

[email protected],tom,

I will suggest to add a help text during the importing csv process that shows the csv format required and/or to add it to the decidim documentation.

Also it would be good to have an error message saying the CSV doesn't have the good format when it is the case instead of a server exception.
