I was able to accomplish this like this:

    var PadButton = function (context) {
      var ui = $.summernote.ui;
      var $editable = context.layoutInfo.editable;

      // create button
      var button = ui.button({
        contents: '<i class="fa fa-plus-square"/>',
        tooltip: 'Add padding to image',
        click: function () {

      });
