@KimLadin I'm going to combine this with the conversation guide I created in Notion so that we can 1) comment on specific parts of the document and b) keep the two together. Going to delete the one here so that we don't have duplicates floating around. Someday this will have a home!

Update: In consultation with @emilytheis, we pushed this back a little in order to find out what was going on with the va.gov benefits team research. Current plan is to submit this to OCTO research review on Wednesday of this week.
