Win32 - Change journal integration about tundra

I don't want Tundra to require root access, so it would make sense to develop a service that can sit in the background and maintain an index over a directory tree.

The service can be made to respect security tokens if desired.

Investigate if it's worth the hassle to provide the same service on Linux or OS X via inotify and whatever OS X APIs there are available for this kind of thing. I doubt it would make much sense since NTFS is so much slower for meta-data access compared to most Linux/OS X fs.
