It appears that the SPECTCONS table in raw data files is being written with variable-length string columns instead of fixed-length. So char stream may not be quite so far off after all. Further research is needed.

This is actually the correct implementation. The only surprise here is that the SPECTCONS HDU needs to use these, because they are otherwise rare.
