This is in a testing branch https://github.com/devstructure/blueprint/tree/ignore-packages. The syntax in ~/.blueprintignore is:
:package:apt/build-essential

Create a new format option to blueprint-show(1) that prints the .blueprintignore file for the named blueprint to the standard output.

Cache the full ignore list that results after parsing ~/.blueprintignore and compare mtime to save time.
