This is normal. Try specifying the user as -u 1.

Also, shouldn't the last 'en' in the series also show the 401 error (since -u 1 wasn't used with it)?

Yes, still normal and intentional. All the solution packs should behave this way, it is rarely seen however as most folks just enable and forget. The multisite issue was the primary concern but not the only one when designing that behavior for solution packs. You aren't seeing the perms pop again because drush dis x disables rather than uninstalls the module so that the install hook does not run again when you run drush en x.
