Tuning tie-breaking [happens with the stdlib random generator](https://github.com/dougalsutherland/py-sdm/blob/6dc68f79bcc4534d594b24c1ac5a8310f0fdb005/sdm/sdm.py#L900) rather than the numpy one; should probably use numpy for consistency. Should also actually support random state handling in general better, but that's probably too much work for a project that's being replaced anyway.
