Disabled all other modules, and enabled only Pathbuilder Import 2e, and then the button appeared, likely an issue occurring with a module incompatibility!
After going through and re-enabling every module one-by-one I have discovered that the incompatibility seems to have been caused by foundry module PF2E Toolbox when this module was enabled the Pathbuilder 2e Import button on the character sheet disappeared.
