Your Rails app is not really kept on your server. It is put into a
container and set up there. Perhaps read the docs around Docker to
understand how to debug further. Similar to Heroku, the only way to change
the environment of your app's build is to do a custom buildpack. However,
the buildpacks should have everything they need. The latest version of
Buildstep should have the right environment since I got Rails working
today.

I would like to run bundle install on my server to debug the issues I'm
seeing.
At the moment I'm adding and removing a test.txt file to be able to
refresh the bundle install process.

Btw, if you want to play with the container everything is built in, try "docker run -i -t progrium/buildstep /bin/bash"
