Dependencies should be just on the UI toolkit it was compiled with - QT or GTK depending on your Lazarus installation - and libHaru. In case of QT, qt4pas or qt5pas is requied - details here https://wiki.lazarus.freepascal.org/Qt5_Interface#Linux
IIRC I just took the binary compiled against GTK and zipped it, nothing distro specific (I don't have experience in creating rpm or flatpacks.).
Even LibHaru can be linked dynamically if so desired - which I think I used to do - by removing {$define USE_STATIC} in hpdf.pas (I haven't tested it for a while, but should work).
