Note that there are 2 other places in lib/RenderApp which may require being wrapped in a call to Encode::decode("UTF-8", ... ) as just about anything being encoded in base64 should first be encoded in UTF-8, if it could potentially contain Unicode characters in current version of WW/PG. I have not looked into this further.
