Thanks. There was a bug actually, and the locale was set without being generated. Fixed in latest git.
You can either rm /etc/locale.conf and run the installer again with -u, or do it manually (uncomment in /etc/locale.gen, create /etc/locale.conf, and run locale-gen).
Default locale is en_US.UTF-8. I don't plan to add a prompt at this stage (the user can change it manually), and ideally we'd want to use the same locale as Chrome OS.
